ONE

CIA Director Kate Price put down the newspaper on her desk. She
was inside her office located on the top floor of the George Bush
Center for Intelligence. She couldn’t remember the last time she’d
slept. She thought reading the paper would give her some respite
from her constant anxiety, but it just made things worse. The whole
world felt like it was falling apart. Whether it was Russian military
aggression in Eastern Europe or the shooting of the President,
everything seemed on the brink of total chaos.
Since the shooting, she’d been communicating with teams across
the globe and with executives and directors within various divisions
of the CIA, all in the hope of trying to find out some information
about the attack on the President.
No one knew a damn thing.
The whole situation was unprecedented. The fact that the
shooter was able to circumvent Secret Service security was
impressive. The fact that they’d managed to evade capture was
downright shocking.
Price rubbed her temple.
The FBI was leading the investigation. All they’d managed to
determine was the likely location of the shooter: a parking garage
close to the National Mall.
Price stared at the front page of the paper. There was a picture
of the President seconds before the attack. She shook her head.
“You were lucky,” she said as if talking to the President himself.
“Damned lucky.”
The President was the only one shot who was still alive. The
assassin’s bullet had grazed his throat. Still, it had done damage. He
needed surgery and was being held in George Washington University
Hospital. The Surgeon General said he’d be there for weeks—if
everything went to plan.
What bothered Price most about the attack was the way the
press was reporting on it. The headline on the paper was, “The
President Lives!” It was almost celebratory.
Typical DC media bullshit, she thought. Were they trying to make
everyone in the country feel safe? There were still bloodstains on the
steps of the Capitol that needed to be cleaned. Men and women had
died. Were Americans supposed to be satisfied that the President
was alive? Two joint chiefs of staff and three senators had been
killed.
She checked her watch. It was almost lunch, but she didn’t feel
hungry.
Her office phone buzzed.
“What is it?” she asked, answering.
“The FBI Director is here to see you, ma’am,” her assistant said.
“What does he want?”
“He said it’s about the attack. Some new information has come to
light. He wants to go over it with you. He said it concerns the CIA.”
“Send him in.”
Price felt a migraine coming on. A bad one. The kind that ripped
your skull in two and made you feel like the only relief would be to
tear your eyeballs straight out of their sockets.
Seconds after agreeing to the impromptu meeting, a plump man
with a round belly, a baggy suit, and slicked-back hair stomped into
her office. FBI Director Tony Gilente sat down across from her at the
desk, pulled out a small yellow handkerchief, and patted his moist
brow with it. “Don’t play games with me,” he grumbled. His face was
red, and he was gasping for breath.
“What is it?” she asked. “Have your people found anything?
What’s this new information?” She wanted to get to the point.
“You really want to talk to me like that?”
“Is something bothering you?”
“Yes!” he said, pointing his sausage index finger at Price. His
hand was shaking.
She rolled her eyes. “Calm down. What do you want to tell me,
Director Gilente?”
“We’ve got something, and I want to know everything you know.
This could implicate you. This could bring you down and who knows
how many others in this agency.”
“Okay,” she said, irritated. She could feel the stabbing knife
sensation push through her brain. She winced, closed her eyes, and
grabbed hold of her seat. The migraine was attacking; it was fierce.
Gilente didn’t notice her struggle, but even if he did, he wouldn’t
have cared. “Is the CIA responsible for the attack? Did your
organization try to assassinate the President?” he asked.
The cutting sensation Price felt through her mind was
unbearable. She knew if she held on for just a bit longer, it would
pass. She waited and closed her eyes. It passed. When she opened
her eyes, Gilente was staring at her. “Well?” he said.
“Well, what?”
“Is the CIA responsible?”
“Responsible for what?”
“You heard me.”
“Ask me again?”
“Did the CIA attack the President?” Gilente said, his voice loud.
“Are you joking?” she asked. “Is that why you’re here? To accuse
the CIA of attempting to assassinate the President?”
“The only damn bit of evidence we’ve been able to uncover in
this whole mess connects you—the CIA Director—with the shooter.”
“Oh really?”
“Yes,” he said.
“Then get to it! Tell me how I am connected.”
Gilente looked around Price’s office. “This is a nice office,” he
said. “Very nice. Pays to be in charge, huh?”
“What are you talking about?”
“You were promoted six months ago, right?” he asked. “The
papers said the former CIA Director died from lung cancer.” He
winked at Price. “I know how things work here. I heard some things.
I heard that he went rogue and had to be put down.”
“What you’re suggesting is criminal,” Price said.
“Six months ago, there was a man spotted in the city. According
to testimony collected by the MPD, he was tall, had a scar on his
face and tattoo on his wrist. It was right around the time we found
all those dead Russian gangsters on the streets.”
“I don’t know what you’re talking about,” she said.
Gilente pulled out a brown envelope from inside his jacket and
tossed it on her desk.
“What is this?” she asked.
“There’s a photo inside.”
Price opened the envelope. Inside was a photograph taken on
the White House lawn. It was of her, President Roy Clarkson, and
him—the tall man with the scar and tattoo. The man who had killed
all those Russian gangsters.
“See the scar on his face?” Gilente said smugly. “See the tattoo
on his wrist?”
“What about him?”
“Who is he?”
“He’s no one.” She hoped he couldn’t tell she was lying.
“Well, isn’t that convenient? A ‘no one’ met with the CIA Director
and President at the White House. That’s strange.”
“It’s confidential.”
“Yeah, well, what I’m about to tell you is confidential, too. My
forensics team determined where the shooter fired from based on
the entry and exit points of the victims’ wounds. Whoever shot the
President and killed the other five fired from the parking garage on
Patterson Road. All logistics point to that location. And wouldn’t you
happen to know it, but we got a witness statement, some woman
from Denver who came down to celebrate the inauguration. She said
that a man in a black Escalade with a scar on his face and a tattoo
on his wrist almost hit her kid in the garage.”
“Did you check the security footage? Could you corroborate her
claim?”
“Of course, we did,” Gilente said. “That was the first thing we
checked. But the whole place was blacked out. Every camera was a
snowy mess of nothing. We even tried looking for the SUV after it
left the garage but couldn’t find anything. It’s as if the asshole was
able to turn off security cameras at a whim. All we have is this
woman’s testimony. That’s it.”
“And you think the man in that photograph is the man the
woman described?”
“It’s a strange coincidence. The scar, the tattoo.”
“And the FBI will take that as proof?”
“It’s all we have, for now. Just tell me, who the hell is he? Where
can I find him?”
“He is no one.”
“Screw you,” Gilente said. “Where is he?”
“Are you going to keep asking me the same question? He’s not
your shooter.”
“Where is he?”
“I don’t know.”
“You won’t tell me where he is?”
“I don’t know where he is,” Price said.
Gilente threw his hands up in the air. “You’re a bitch, you know
that?” he said. “Have it your way! I’m giving you forty-eight hours to
come clean before I release this photo to the papers. I’ve already
leaked them information about the suspect. By 6 pm tonight, every
damn person in this country will know to look out for this guy.”
“You can leave,” Price said.
Gilente growled and pushed himself up from his chair. “You’re
connected to this. I know you are! When I release that photo of you
and the suspect to the papers, you’ll be dragged into the mud. You’ll
be done!”
He left her office huffing, puffing, and wheezing. The arms of the
chair he sat in were wet from his sweat.
Price reclined back in her chair and closed her eyes. The light,
the sounds, the accusations were all too much. She could feel her
migraine worsen.
As she sat there, she thought about the man with the tattoo and
scar, the man she’d met with the President twelve months ago. His
name was Jason Drake.
Could he be the shooter?
He’d just earned his freedom from the CIA. Why would he throw
it all away?

thought. Jason Drake killed a US Senator years ago. Drake was a
member of the CIA’s Terminus Division, a division that specialized in
